"content": "On a point of order, Mr. Speaker, Sir. I am really getting confused on this matter. The relevant Government Department and the authority that is supposed to have commanded the Kenya Army to act appear to have had the information on the planned attack on the Turkana people, yet nothing was done. Would I be in order to ask the Prime Minister to tell us why no command was given to the Kenya Army to take charge and protect our borders, given that the information was with the authorities? Does this not amount to negligence on the part of the two Principals?"
