    "content": "Thank you, Mr. Chairman, Sir. Two issues need to be clarified. One is that although the percentage indicated here is 42.4 - which is very ambitious – we should not forget that this revenue is based on the audited revenue of 2010/2011. So, we were cognizant of the fact that the national government would not be deprived of resources because already they are likely to raise more resources in the Financial Year 2013/2014. So, no one should say that we have deprived the national government of resources because the resources which are expected will be higher than what you can see here. Secondly, the Chair of the Council of Governors, who appeared before us, put it very clear that if we give them the Kshs258 billion which is Kshs238 billion plus the grant, they would operate at the basic. In future, we should raise these resources higher than this. Therefore, as a Co-Chair of that committee and as the Chair of the Devolved Governments Committee, I support the amendment."
