    "content": "Mr. Chairman, I beg to move:- THAT, Clause 2 be amended in the definition of the term “conditional allocations” by deleting the words “conditional allocations” appearing at the commencement of the definition and substituting therefor with the words “conditional grants.” The rationale is simple. The Constitution refers to conditional grants. These are grants which are given whether conditional or unconditional by the national government. They are conditional grants and not conditional allocations. So, we thought that should be amended."
