    "content": "Mr. Deputy Speaker, Sir, thank you for the opportunity. I want to concur with the speakers who have spoken earlier in saying that this is a very important Bill. It is going to ultimately determine the survival of our counties and their governments in this particular financial year. Mr. Deputy Speaker, Sir, the county governments have very limited avenues of raising resources. Therefore, the bulk of the funding of the county governments comes from the national Budget. I want to believe that it is for this reason that the Senate was created; to ensure that these county governments get their equitable share of the national Budget as provided for in our Constitution. Article 6 of our Constitution is very explicit. It tells us of devolution and access to services. If I may quote, Article 6 says:-"
