    "content": "As I come to conclusion, I just want to tell my colleagues that we as Senators being the custodians of the counties, we have to be careful to ensure that the counties are not just reduced into mere employment bureaus where we employ so many people and they just get enough to pay people their salaries and other benefits. We must ensure that devolution works. We must ensure that the counties are adequately funded for them to be able to perform the functions that are given to them in our new Constitution. Mr. Deputy Speaker, Sir, Kenyans voted overwhelmingly for this new Constitution. I want to believe that one of the reasons why Kenyans came out in very large numbers to pass the Constitution was because of the issue of provision of devolution in this particular Constitution. Therefore, we must ensure that Kenyans realize their dream of getting equitable levels of development in wherever county that they are coming from. I want to remind my colleagues there that we are here to fight for the county governments and not the national government. I have seen so many of my colleagues make that mistake; that is, trying to defend the national government. We should collectively work hard and fight to ensure that the county governments are not deprived of resources to make devolution a success the way it is envisaged in our Constitution. With those few remarks, I support."
