    "content": "Mr. Speaker, Sir, if I may also be allowed to comment that, indeed, this is a matter that has been brought to my notice by some constitutional bodies. I was looking at the many laws, for example, under the Agriculture Act, there are more than 25 statutes. That function is now going to the counties. If you look at the statutes, the Governors and the county governments will not have a role. They may try to do something because the Constitution says so, but the laws say different things. If you look at the health sector, again, there are more than 15 pieces of legislation. This is supposed to be the function of counties.
