    "content": "Madam Temporary Speaker, I am forever serious. I want to blame squarely the drafters of the Constitution because they should have had in mind the cost of Government. We are amongst some of the Members of Parliament who stood up on the Floor of the House and said that we should be mindful of the cost of running Government. We said that we should not have too many hon. Members of Parliament. The same members of the civil society fought us. I remember hon. Midiwo even suggested that we reduce Members of Parliament from 290 to 150. When we were being fought, the same members of the civil society wanted an easy way into Parliament. Now that they are not there, they want to keep on doing what they are doing. Please, let us decide whether we want county assemblies or not; let us decide whether we want to kill devolution or not; let us decide whether we want qualified people to be in leadership in this country or not. Once we make those decisions, then let people be paid. Otherwise, we are all going to jua kali’s! Who does not know that I run a medical practice?"
