    "content": " As you are aware, this Motion is supposed to go for three hours, but we have an amendment in place. Again, as you are aware we have to vote on the amendment first before we conclude the main Motion. So, I am constrained by time and I have to put the Question. Hon. Senators, as you recall at the commencement of this debate the Speaker made a ruling that this is a Motion that affects counties. In that case, the voting will be by delegations and there will have to be a roll call. So, at this time on this Motion, I order that the Division Bell be rung so that we can take a roll call on the voting of the amendment to the Motion."
