    "content": " Sen. G.G. Kariuki, you have been in this House for a very long time. If a Member is not present so as to vote, you cannot give the power of an attorney to vote. The best you can do is to designate somebody to vote on your behalf. I think this has now become clearer. Some votes were lost because no designations were made as to who could vote in a delegation. If you are not in this House, you cannot vote and you have no vote. You cannot also give the power of attorney so that anybody votes on your behalf. The best you can do is to designate the head of the delegation. I had made a ruling on that issue earlier."
