    "content": "Mr. Speaker, Sir, I have served in the House Business Committee for five years and I am aware that when a matter is brought to the House Business Committee and is balloted, it does not always find itself to the House. The point raised by hon. Wetangula is very important because at this stage, it is assumed that my Motion went through the Rules and Business Committee and the Committee balloted and put it in the Order Paper. You cannot put in the Order Paper a Motion which has not been balloted by the Rules and Business Committee.
