    "content": "Mr. Deputy Speaker, Sir, maybe, I would urge that we come up with a law, because this is a Motion. I would like to thank my brother Dr. Otichilo for coming up with this Motion. But, probably, we need a law in Parliament that is going to guide any fresh survey that is going to be conducted by Government machinery. I am telling you that I am one of the people who will not have faith in any results that are going to come out of a survey, if it is done by the same body - Kenya National Bureau of Standards (KNBS) as it is constituted today. It will be a waste of Government resources, as I have just mentioned. It beats logic how poverty prevalence can decline within a period of five years in Rarieda from 73 per cent to 26 per cent. That is just not practical unless you tell us there was an intervention, maybe, from the international community of building factories and such things. I have never seen that in Rarieda. I pass through Rarieda many times and I have never seen any significant change from 2000 to 2005 which would warrant that growth. In Gwassi, poverty levels have been increasing. That is because even the agriculturally productive land that we used to have is no longer producing the kind of produce that we have been having. So, how do you convince me that my constituency has become richer, with poverty levels reducing from 66 per cent to 50 per cent? Mr. Deputy Speaker, Sir, let me conclude by saying that, unless we are going to have a new body in place to carry out the survey, it is going to be a waste of public resources. Thank you."
