It is true that many roads across the country have not been worked on for a while, but I think there is a reason for that. When the new Constitution entered into force, there was a bit of lack of clarity on which roads fall under the national Government and which ones fall under the county governments. Secondly, other than that confusion, there was also confusion about KeRRA funds. At some level, some of the money went to counties. That wasted a lot of time."
