Speaker, the reason as to why we have this Report before us today is that we are recommending that the House annuls certain sections of the Constituencies Development Fund (CDF) Regulations, 2014. It is important for this House to know that we delegated the power of making regulations to various institutions and Ministries. It is our business, when we receive Regulations, to confirm that they have been properly done and that they conform to the Constitution, the relevant law and any other written law. So, it is not our business to take away the same powers that we delegated. Ours is only to ensure that it is done within the law."
