    "content": "Our Report is very clear that in addition to the annulment of regulations 5, 9(2), 14, 15(3)(b) and 22(3)(d), there is another area which I wanted to clarify; I had said earlier that we are not supposed to make regulations. If you read Section 11 of the Statutory Instruments Act, we are supposed to receive in this House published regulations. I am aware Standing Order No.210 does not make it mandatory, but it is a requirement that we deal with this issue."
