    "content": "I do not think, it will be fair after spending public funds, when the CDF Committee has gone to Mombasa or Naivasha, engaged Ministries and agreed on a certain position for the regulations-making authority to fail to include what was agreed to on; we feel that those are areas which need to be taken into account. The consultations were undertaken pursuant to provisions of Section 5 of the Statutory Instruments Act. The new regulations recommended by the Cabinet Secretary are set out on pages 8-10 of the Report."
