    "content": "Hon. Speaker, the other issue where we have challenges in managing the CDFCs and the CDF at the constituencies is the role of the Fund Accounts Manager. Most of the time the Fund Accounts Managers are a law unto themselves. Most of the time the Fund Accounts Managers do not report to anybody at the constituencies. Considering that the CDF board is only able to send one employee in the name of a Fund Accounts Manager to a constituency, issues of supervision, reporting and absence from duty are extremely rampant. It is because of that. that through these regulations we are introducing an administrative reporting by the Fund Account Manager.
