    "content": "Thank you, hon. Temporary Deputy Speaker, for giving me this chance. I rise to support the Bill and the establishment of the Scrap Metal Council for many reasons. The issue of vandalism and theft of utility infrastructure is common and affects all of us and as such, this Bill is very important. The Bill criminalizes destruction and removal of scrap metal from government infrastructure; the roads, pipelines, telecommunication, energy equipment and others. As my previous colleagues have said, this is very common and we have seen the destruction on our roads. I hope in the spirit of protecting public interests from vandalism, the Bill will also protect remains of vehicles involved in road accidents and those broken down that are usually towed to police stations from vandalism even within the presence of the stations, The electronic version of the Official Hansard Report is for information purposesonly.
