    "content": "Mr. Speaker, Sir, I also want to thank the Government, but also note that when you look the amount that is outstanding – Kshs14 billion – it means that we still need, as a House, to come up with a mechanism that will assist in future. We know that we have young students who passed very well. So, if you get a mean grade of “A,” “B,” “B-” or even a C+”, that certificate must be released for you to join the university. Maybe the money advanced to you by the Higher Education Loans Board (HELB) will enable you to clear the outstanding fees. Given the outstanding fees of Kshs14 billion, we need to find a solution, once and for all. But I want to thank this House for debating and highlighting this issue so loudly that now the Government has acted on it. Thank you, Mr. Speaker, Sir."
