    "content": "Mr. Speaker, Sir, I am really surprised because if the Kenya National Examinations Council Act outlaws the holding of certificates and it is an offence under the Act, what the Deputy President has done in essence is simply to direct the head teachers who are engaged in the illegality to release the certificates. I think the person who is sleeping on the job is the police and other institutions of law enforcement; that is, the Director of Public Prosecution (DPP) and his team. They need to enforce the law. You cannot allow schools to punish innocent children. That is the direction it should take and not Motions."
