    "content": "Mr. Speaker, Sir, I want to compliment Sen. Musila for following such an important matter so passionately. Mine is to try and give a way forward. First, looking at the way our country is moving in terms of growth of the economy where it is registering 6 per cent growth and recently we discovered oil and coal, the Government should declare universal free secondary education. Secondly, the Government should bring a Supplementary Budget so that it can get Kshs14 billion to enable us clear all fee balances and move on."
