I want to say from the outset that the victims are generally very poor and very needy students particularly girls. I also want to say that it is very disturbing to note that there is a specific law which makes it a criminal offence to withhold a student’s certificate. Therefore, as a Senate, we insist on enforcement of the law by those responsible."
