    "content": "Mr. Speaker, Sir, yes, before the Grand Coalition Government came into place, the Ministry of Livestock Development had not employed any animal health technician for over 20 years. However, I would like to assure this House that in the year 2008/2009, we have employed over 100 qualified veterinarians. We have also employed over 200 animal health assistants. In partnership with donors, we have employed 120 veterinarians. I would like to assure the hon. Member that, yes, under the OIE and World Animal Health Organization, we have rules to follow. We do not allow animal health technicians to perform duties that are performed by veterinary surgeons. So, as much as we are saying that every cadre of expertise within the Ministry of Livestock Development has a role to play, the veterinarians have a role to play, the animal health assistants have a role to play and that is well documented in the National Livestock Policy."
