"content": "problem of containing the public wage bill. We want parastatals which can manage themselves in terms of the financial capability. Such parastatals will not need to go back to their mother Ministries for funding. It is a good idea to have the proposed corporation in place, but it must justify its existence. The idea of the board is, indeed, very good. She has also mentioned the mechanism for dispute resolution. In many other cases, we have had problems. We have seen the Kenya Wildlife Service (KWS) having problems with compensation. In the process of undertaking mining, we will have the element of pollution. We are likely to have many people disposed to cases of cancer, as we have seen in many other areas. With such a mechanism in place, we will eventually have an harmonised approach in giving compensation. Hon. Temporary Deputy Speaker, another point I would like to mention relates to the Commissioner of Mining. We have been having that office. Last time we had lots of cases of corruption when it came to licensing. Hon. Amina mentioned that it will replace the Cabinet Secretary, if I got her right. My concern is that we should not put too much power into the hands of the Cabinet Secretary. That is my humble request. Since we have proposed many amendments, my humble request is that she looks at it favourably to ensure that we do not put too much power into the hands of the Cabinet Secretary because they are likely to abuse those powers.
