    "content": "Mr. Speaker, Sir, I find it very strange that a point of order can be raised during the fourth time the matter is coming to the House. The matter came here the first time when the Question was answered. The Question had been deferred on two other occasions by mutual agreement due to various circumstances. If an hon. Member ought to have raised a point of order and never did, I would imagine that he or she must hold their peace forever. If the Minister had finished answering the Question on that day, what would have happened? So, unless we are going to adopt a strange procedure, once a Question is substantially answered, the point of order being raised ought not to be."
