    "content": "Thank you, hon. Temporary Deputy Speaker for giving me this chance to contribute to this Bill. First, I would like to thank the Committee for coming up with this important Bill but there are issues which need to be clear. One is that of the royalties. The issue of royalties is not clear in this Bill. In the first place, when we talk of the issue of mineral exploitation in our country we need to know that God has opened ways for those communities which were marginalised during those days. Now, when we come up with such a law, we need to be clear so that these communities can benefit from the Mining Bill. When we talk of royalties being put under the Government, what will the community say?"
