    "content": "Mr. Speaker, Sir, in 2010, two things happened; we promulgated the new Constitution and the credit rating became the norm in the country. The two points I want him to clarify are; why is it that even with more judges being employed, Kenyans who are seeking credit are being punished because of the slow process of settling commercial disputes and the Government is watching but does not ensure that the particular department in the commercial justice system is served with enough judges so that the process is efficient? The second one is the issue of credit rating. Granted that in a listing that we read two years ago, the Governor of CBK was rated as the poorest in Africa, could the Chairman explain whether it is the inefficiency of the Governor that is the reason why he is ensuring that the benefit of credit rating which the banks are enjoying today is not passed on to customers but instead, Kenyans still continue suffering?"
