    "content": "on Finance and Planning on the erroneous deductions on the salaries of the staff devolved to the County Government of Laikipia which was adapted by the County Assembly of Laikipia on 25th June, 2014. The Speaker of the County Assembly of Laikipia states that among the recommendations of the Committee that were adopted by the County Assembly was the recommendation that the matter be referred to the Senate for intervention pursuant to Standing Order No.42(2) of the County Assembly of Laikipia Standing Orders which provide as follows:- “The Clerk of the Assembly shall transmit a message from the Assembly to the Clerk of the Senate and shall receive messages from the Senate.” Hon. Senators, pursuant to Standing Order No.42(6) of the Senate Standing Orders, I hereby refer the message from the County Assembly of Laikipia on the erroneous deductions on the salaries of the staff devolved to the County Government of Laikipia to the Standing Committee on Finance, Commerce and Budget for consideration. The Committee should table its report to the Senate within three weeks of the date of this communication. Hon. Senators, before I proceed, let me allow the Senators at the bar to come in."
