    "content": "Mr. Speaker, Sir, I beg to make the following Statement as regards the national language policy. Of course, there is a policy that vernacular or mother tongue should be used in all schools in Kenya as a medium of instruction, especially from Class One to Class Three. This policy started as early as 1954 with the Ominde Commission and the Gachathi Report of 1976.
