    "content": "Mr. Speaker, Sir, first, I want to correct the impression erroneously created by the Chairman that I am comfortable. That answer, to say the least, is insufficient. I do not want to add adjectives which may be offensive. I think it is Sen. (Prof.) Anyang’-Nyong’o who said that the colonialists took many of our resources. One of the resources they took is our indigenous language. Our process of decolonization will not be complete until Kenyans can express themselves in their mother tongue and perpetuate their cultures in that language. This is what we are trying to preserve through the Constitution. You have heard the Chairman quote some policy documents of 1954 and 1976. I did not ask about what happened before the new Constitution, I asked him what the Government is doing to implement the policy stated in Article 7 of the Constitution to promote indigenous languages. He has not answered that. We know old policy documents are there---"
