    "content": "Yes, Mr. Deputy Speaker, Sir. I know that and that is why I said that this is just a starting point. I know that, in future, the allocation is supposed to be increased. That is why the Government needs to take action to ensure that it is implemented. Mr. Deputy Speaker, Sir, Article 55 of the Constitution gives the right to the young people of this country to access employment. Now that employment has been a challenge to us, I know with this facilitation of 30 per cent young people will do business through tenders thus improving their livelihoods. It is important that we use our learning institutions like the polytechnics, technical institutions and so on. These institutions can be used to provide basic entrepreneurial skills for this group to enable them utilize those funds effectively. Many a times, Kenya is good in making policies which are then kept in the drawers or shelves somewhere, but never implemented. I also urge that these Public Procurement and Disposal Act should be implemented to assist our young people. Mr. Deputy Speaker, Sir, this special group has some challenges, especially in accessing funds.
