    "content": "Madam Temporary Speaker, in the one year or so that our country has had an experience with the county governments, one of the things that has come to the fore, especially looking at the reports that are coming from the independent offices established by the PFMA notably, the Office of the Controller of Budget, the Reports of the Auditor- General, one of the things that have become very clear is that unless the legislature in this country and especially the Senate works very hard, in terms of creating necessary legal framework, county governments will fall into the trap that has befallen the national Government through its 50 years of its existence.
