But is he in order to mislead this House that the law on flying of flags by Governors was passed by the National Assembly, yet it was taken to the President for assent before it came to this House and, therefore, it is an unconstitutional law? Is he in order to suggest that Governors should follow an unconstitutional law? What would be the fate if we passed this Bill in the proper way and Governors ignored this law? Is he in order?
