    "content": "Hon. Speaker, using your discretion, I want to request you to allow three Members from the Upper North Rift, North Eastern and Eastern to seek clarification. As I speak, the county governments have no capacity to deal with the feeding of thousands and thousands of people who are on the verge of death in those specific areas. In my place, I am almost losing many people. This is because the famine relief programme was cascaded to counties. If this was being handled by the national Government, we would not be facing this danger. For the first time in the history of Kenya, we are going to lose so many people in Ukambani, the former North Eastern Province, the Upper Eastern and the Upper North Rift. My people are almost perishing because of lack of food. This programme used to be managed by the World Food Programme in consultation with the national Government, World Vision, the Red Cross and other NGOs like Action Aid. We need to be assisted. Our people are dying and the national Government is not providing solutions to this. The county governments cannot solve it. They cannot handle it. So, I do not know whether hon. Were, my friend, is just being fed with information, but I want to tell him, from the horse’s mouth, that our people are dying and he needs to do something."
