    "content": "(b) As stated earlier, there has to be a legal framework to, among others, pre-empt any litigation, to address the issue of disclosing subscriber call records and oblige subscribers to register themselves. Such legal framework would be used to take action on any defaulter, be they subscribers or service providers. My Ministry is at present, in consultations with the Attorney-General, with a view to bringing to Parliament draft legislation for debate and enactment."
