(a) Yes, I am aware that the political violence of the year 2008 resulted in many IDPs fleeing their homes and were accommodated by relatives before the registration exercise commenced. (b) The Ministry is currently not taking any steps towards ascertaining IDPs staying with relatives in Kisumu or elsewhere in Kenya. But those should be considered under the IDP policy. (c) Since the Ministry is not registering new IDPs, the issue of payment does not arise. However, I wish to table three registers that indicate that we actually paid IDPs both in Kisumu East and Kisumu West the Kshs10,000 and the Kshs25,000 for the burnt houses, so that the hon. Member can actually check whether the people he is referring to have been captured or not."
