    "content": "However, my colleague mentioned that they are going to get licences for 25 years. I am a bit worried about the 25 years. I find that to be a very long period. We have seen many people who got licences and took very long to achieve their targets. If the period was shortened to 15 years, it would be reasonable enough. If, indeed, they have sufficient grounds to support the 25-year period, then we have no problem. We need to be given a progress report in terms of performance, maybe after every five years. If we see that somebody has exploited the full potential, that will justify renewal of the licence. The period of 15 years needs to be reviewed with a view to finding ways of moving ahead smoothly."
