    "content": "On a point of information, hon. Temporary Deputy Speaker. I would like to inform hon. Wamalwa that our Committee Chair clarified eloquently that amendments that she will propose relate to removal of the said powers from the Cabinet Secretary to the Mineral Rights Board, because the Commissioner of Mines was initially in charge of licensing. In this Bill, that function has been transferred to the Cabinet Secretary. Once the amendment is passed, the Mineral Rights Board will be able to take care of the licensing function. I hope that hon.
