    "content": "Mr. Speaker, Sir, in the first part of the answer by the Minister, she says that she is aware that there are many Internally Displaced Persons (IDPs) who fled their homes and went to stay with their relatives. In the second part, she says that in Kisumu, she will not allow registration of these IDPs because the period for doing so elapsed on 31st December, 2008. Could the Minister tell us the legal basis for putting the deadline to 31st December, 2008, and not thereafter when there are IDPs who are not registered now?"
