    "content": "The other very interesting aspect of the Bill is the reduction of the discretion that the Minister for Mining had because as we know, we need to be more structured and more institutionalized in the way we do things. The other thing that I have noticed in the Bill is the conditions of licensing. I think it is important for us to put in some clauses there that have an element of skill transfer for the benefit of capacity building to our locals and also to have community development plans. I do not think it is a good idea to wait for a company to have discretion in deciding what to do for a community.
