    "content": "Hon. Temporary Deputy Speaker, I also like what hon. Mbadi has said, that this Bill also covers those Kenyans who are tortured outside this country. We have many people who leave this country in search of work in other countries and then they become victims of torture and mistreatment out there. We need an agency and a system whereby those people can also be protected by the Government of Kenya."
