    "content": "times, victims get into such situations because of failure by the State to provide the protection that they needed. Therefore, I do not see anything wrong in amending this provision to propose that some funds should come from the State. I know that such an amendment will change this Bill into a money Bill but we will be guided appropriately, so that we can add the proposal. All of us should support this Bill. There are many areas we need to add on but this is definitely a big way forward in addressing the plight of victims of crime. Thank you."
