    "content": "Hon. Temporary Deputy Speaker, I can see the Chairman of the Budget and Appropriations Committee leaving and I would like to make a statement before he leaves. This is very important and has been raised by the Member who has just spoken. As I thank hon. Millie Odhiambo for this, the reason hon. Millie Odhiambo did not say that this Bill will be funded from the Consolidated Fund is because she could not tell what that Committee will do. This is a constitutional Bill. If you look at Article 50(9) of the Constitution, it says that:- “Parliament shall enact legislation providing for the protection, rights and welfare of victims of offences”."
