So, that fund should have the capacity that wherever there is a victim and the trial is going on, they will pay for victims to be represented during that trial and present the case on the level of compensation. The bench trying such a crime should be able to pronounce itself as to what amount of compensation should be added to the fine or alternatively the surcharge is a percentage of the fine that will be so levied."
