    "content": "I think the general principle we should adopt in implementing this section of the Constitution is that all victims of crime should be compensated in this country, either by the criminals or by the Fund. This will ensure that all the criminals know that they will not get away with it. If you have committed an offence, where there is a victim out of your action and the offence provides custodial sentence, you nevertheless would have to pay for the compensation of the victim who suffered in your hands."
