In keeping with Standing Order No.74 (2) of our Standing Orders, I will now order that the Division Bell be rung for five minutes after which we shall proceed to vote. Anybody voting on behalf of a delegation should know that the rules are very clear. You have to register with the Clerks-at-the-Table and show that you have authority to vote on behalf of the leader of your delegation."
