    "content": ".: Mr. Deputy Speaker, Sir, I rise to support the Bill although we have discussed it at length in the Senate Committee on Finance, Commerce and Budget and have proposed some amendments to it. The amendments are informed by the fact that there are reports indicating that, in fact, the county governments are spending up to 70 per cent of their revenue on Recurrent Expenditure. Some counties-- for example, Nyeri County is spending 19 per cent on development. Therefore, we have suggested that we upscale the amendment from 30 per cent development expense to 40 per cent and not 60 per cent because it might cause some problems in the county. We were informed by the Controller of Budget that the majority of the counties, in 2014/2015 have allocated 42 per cent of their total budgets to development expenditure which The electronic version of the Senate Hansard Report is for information purposes only.
