Temporary Deputy Chairman, I stand to support the proposal put forward by the Chairman of the Departmental Committee that the Director- General be the Chief Executive Officer, and that he be recruited through a competitive process. That is in line with the spirit of the Constitution. However, I disagree with the provisions moved under Clause 16(3), on the third page, where it says:- “16(3)(xii) The Cabinet Secretary may appoint an interim board known as the “interim management committee” with a secretariat to undertake the functions of the Authority for a maximum period of two years.”"
