Temporary Deputy Chairman, if you look at the title of the original Act, you will find that it talks about the appointment of the Director-General while 14(1) talks about the appointment of the Deputy Director-General of Crops and the Deputy Director-General of Livestock. The gist of the matter is that there is no reason why the two Deputies, after they have competitively been appointed by the Board, their names should be taken to the Cabinet Secretary for approval. Those are just staff of the Board. So, there is no need for taking their names to the Cabinet Secretary for appointment. The appointing authority should be the Board or the Authority in the case of the two Deputies. That is the gist of the matter."
