    "content": "Are we going to mine minerals only for them to benefit other people, and not ourselves? That aspect has generally been left out in the proposed law. It is, therefore, good for the Committee to look at it again, so that we can protect our resources. We should see what resources can come from our own National Treasury, so that we can exploit our minerals, just like is the case in Botswana. Minerals in Botswana were discovered by accident. People in that country do not pay tax because minerals provide the Government with enough money. Parents do not pay for education because minerals take care of such services. That country is generally rich. It is moving in the right direction. Therefore, it would be very prudent for us to look at this law again very seriously because---"
