This Authority will have at least the legal mandate to carry out its work in terms of promoting and facilitating development in the ASAL areas. As you may be aware, when a country cannot feed herself or her own people, it is a serious problem and when you cannot feed yourself, you cannot even claim independence as a country. So having this Authority, with the mandate that will be entrusted according to this Bill will stimulate development in these arid areas.
